01

Check the license before anything else

California requires a state license for roofing work over $1,000, and for any job that needs a building permit. That's most reroofs and many repairs (CSLB). Roofers hold the C-39 Roofing classification. Look up any roofer by name or number on the CSLB license check. Our license check guide walks you through it.

What roofing costs

There's no published Stockton-only reroof figure, but Fixr puts a California roof replacement at $12,000 to $20,000. For repairs, Angi's 2025 national data shows $393 to $1,934. Tile, solar panels and dry rot change the math.

The cool roof rule for reroofs

California's 2025 Energy Code took effect January 1, 2026. When you reroof a sloped roof in Climate Zone 12, the new roofing usually has to reflect more sun: an aged solar reflectance of at least 0.20 or an SRI of 16, unless an exception applies (CRRC summary). Ask every roofer which product they'll use and how it meets the rule.

What to look for in a roofer

Local reviews we read praised roofers who were professional, showed up on time, explained the options and cleaned up. Complaints were about repairs that had to be redone, replacement tile that didn't match, debris left behind and missing after-photos. A good roofer:

  • Has an active California license with the right classification
  • Gets on the roof (or uses a drone) and shows you photos of what they found
  • Tells you when a repair is enough instead of pushing a full reroof
  • Puts the scope, permit, cleanup and warranty in a written contract
  • Sends before-and-after photos and walks the property with you at the end

Watch for these red flags:

  • A down payment above 10% of the price or $1,000, whichever is less. That's the legal cap, per the CSLB.
  • No license number on the bid, or a license that doesn't show up in the state lookup.
  • Pressure to sign the same day, or a contract with no notice of your right to cancel. The CSLB homeowner checklist covers the 3-day right and the 5-day right for people 65 and older.
  • A full replacement quote when nobody got on the roof or showed you photos.
  • No line for permit, cleanup or decking in the written bid.
  • Payments that run ahead of the work done.
