What's usually included
A reroof bid usually covers tear-off, disposal, underlayment, new roofing, flashing, vents, the permit and cleanup. Ask how bad decking is priced, since it can't be seen until the old roof is off. Some roofers have a minimum charge for small repair visits.
What raises or lowers the price
- Material. Tile and metal cost more than asphalt shingles.
- Roof size, pitch and number of stories.
- Layers to remove and decking that needs replacing.
- Solar panels that need to come off and go back on.
- Dry rot in fascia and roof edges.
- Energy code needs, such as a cool roof product, for reroofs.
Local factors
| Local factor | What applies in Stockton | How it affects the job or price |
|---|---|---|
| Permit | Stockton: Permit Center, (209) 937-8561. County: permit required for replacement and overlays. | Permit fees and inspection time are part of every reroof bid. |
| Cool roof | Climate Zone 12 steep-slope reroofs: SR 0.20 / TE 0.75 or SRI 16 (CRRC). | Can narrow product choices or add an insulation option. |
| Debris rules | Roofing loads at county facilities must be sorted into clean streams (San Joaquin County); untarped loads pay double at North County Landfill. | Sorting and covered hauling add labor. |
| Down payment cap | California caps home improvement down payments at 10% or $1,000, whichever is less (CSLB). | A bid asking for more up front breaks state rules. |

- Get two or three written bids that list the same scope.
- Fix small problems, like vent boots and fascia, before they spread.
- Schedule non-urgent work outside the rainy season, when roofers are less busy with leaks.
- If you have solar, plan the reroof and panel work together so the panels only come off once.
Red flags in a roofing quote
- A down payment above 10% of the price or $1,000, whichever is less. That's the legal cap, per the CSLB.
- No license number on the bid, or a license that doesn't show up in the state lookup.
- Pressure to sign the same day, or a contract with no notice of your right to cancel. The CSLB homeowner checklist covers the 3-day right and the 5-day right for people 65 and older.
- A full replacement quote when nobody got on the roof or showed you photos.
- No line for permit, cleanup or decking in the written bid.
- Payments that run ahead of the work done.
Cost by roof type
Asphalt shingles, often called composition, are the least expensive common roof. Fixr's California figures put asphalt at $5.50 to $11.50 per square foot and clay tile at $10 to $20. Tile lasts a long time, but it weighs more and costs more to install. Flat and low-slope roofs, common on patio covers, use membranes or coatings and have their own price ranges in the table above.
Repair or replace: the cost math
A repair in the hundreds or low thousands makes sense when the roof has years left. When you've paid for repairs in several spots over a few rainy seasons, those bills add up toward the cost of a new roof. Ask each roofer to price both options and to show photos of the problem areas, so you can judge for yourself.
Permit fees
Permit fees vary by city and are usually based on the job's value. We didn't find a published flat reroof fee for Stockton, so ask each roofer to list the permit as its own line in the bid. Outside city limits, the county links its building fee schedule from its roofing permit page.
Tear-off and disposal
Old roofing has to go somewhere. San Joaquin County requires roofing loads at its facilities to be sorted into clean streams, such as asphalt shingles and wood, and its North County landfill charges double for loads that aren't tarped. That labor is built into the tear-off price. Tile is heavy, so a tile tear-off usually costs more to haul.
Insurance and your price
If a storm caused the damage, your insurer may pay part of the cost. The California Department of Insurance says policies can cover water damage from wind-driven rain and damage from fallen trees. Get the roofer's written scope, photograph the damage, and talk to your insurer before you sign. A roofer who offers to cover your deductible is a warning sign.
