Roof Replacement in Stockton

A new roof is the biggest roofing bill most Stockton owners will pay. Here's what goes into it, what it costs and the rules a reroof has to meet.

Roof replacement in Stockton usually means tearing off the old roof down to the wood deck, fixing any rotted boards, and installing new underlayment and roofing. The new roof is usually asphalt shingle or concrete or clay tile. Inside city limits, building permits go through the City of Stockton Permit Center at 501 W. Weber Ave., (209) 937-8561. Your roofer should pull the permit before work starts.

Signs it's time to replace, not repair

If damage is in one area, a roof repair may buy years. Several homeowners we heard from were told by one roofer they needed a whole new roof and by another that a repair would do. Get a second opinion before a full replacement.

What a reroof costs

No cost publisher we checked lists a Stockton-only reroof figure, so here are the California and national ranges. Fixr (page updated August 2025) puts a California roof replacement at $12,000 to $20,000. This Old House (updated June 2026) gives $4,277 to $17,413 for California. Nationally, Angi's 2026 data shows a normal range of $5,870 to $13,223.

Tile, two-story homes, steep pitches, bad decking and solar panels push a bid toward the top of those ranges.

Local rules for a Stockton reroof

California's 2025 Energy Code took effect January 1, 2026. For a steep-slope reroof in Climate Zone 12, the Cool Roof Rating Council summary lists a minimum aged solar reflectance of 0.20, thermal emittance of 0.75, or an SRI of 16, with options such as R-38 ceiling insulation, a radiant barrier, or no ducts in the attic. Check your address in the state climate zone tool.

Roofing work over $1,000, or any job that needs a permit, requires a licensed contractor, per the Contractors State License Board.

Cool roof ruleClimate Zone 12 steep-slope reroofs: aged solar reflectance 0.20 / emittance 0.75 or SRI 16 (CRRC 2025 summary).Limits shingle colors unless an exception, like R-38 ceiling insulation, applies.
LicenseA license is needed for work over $1,000 or any permitted job (CSLB); roofers hold the C-39 class.Unlicensed bids may look cheaper but leave you unprotected.
DebrisCounty C&D rules say roofing loads must be separated into clean streams like asphalt shingles and wood (San Joaquin County).Sorting and hauling is part of the tear-off cost.
Rainy seasonAn NWS climate study found about 90% of Stockton's rain falls November through April (NWS memo WR-79, 1975).Tear-offs are easier to schedule, and less risky, in the dry months.

Tear-off, decking and dry rot

Most bids price the tear-off and new roof, then add a per-sheet price for replacing bad decking found once the old roof is off. Ask for that price in writing up front. Dry rot on fascia boards and roof edges is common on older Valley homes, and it often shows up during a reroof.

05

Gutters with a new roof

A reroof is a good time to replace tired gutters, since the roofer is already working at the roof edge. Angi's 2024 data puts gutter installation between $625 and $1,717. Ask whether the bid includes removing and rehanging gutters, and who handles downspouts.

06

Cleanup

A tear-off sends old shingles, nails and tile pieces into yards and gutters. A good bid says how cleanup works: tarps over plants, a magnetic sweep for nails, and checking gutters for debris when the job ends. One unhappy customer we read about found broken tile left in the yard and in a gutter after a repair, so walk the property with the roofer before the final payment.
